International congress. “The Frog Hibernation: 10 years of Memory Laws and Policies in Spain and Catalonia (2007-2017)“

«Hibernation is more predictive than consequent. Frogs and other amphibians and reptiles use it as a form of protection during the winter to avoid freezing to death. External factors are decisive, but, above all, the attempt to self-protection is essential to prevent death. The risk is very high, but it is also a way to override the vital signs in order to survive, and in some cases, to succeed.»

The Frog Hibernation will evaluate the development of memory policies after ten years of the approval of memory laws in Spain and Catalonia, focusing on the uses, abuses, processes, successes, and gaps of this period in comparison with other European countries.

The opening sppech will be delivered by María R. Servini de Cubría, Judge of the 1st Federal Court of Buenos Aires. In 2010 she opened the only judicial process investigating the crimes of Francoism in the world.

Other keynotes will be presented by Uladzislau Belavusau, researcher at the Asser Institute (the Hague) and principal investigator at the MELA project (Memory Laws in European and Comparative Perspective); Maria Mälksoo, Senior Lecturer in International Security at the Brussels School of International Studies; Markus J. Prutsch, leader of the international research project Science, Numbers and Politics; and Georges Mink, research director at the Institut des Sciences Sociales et du Politique (CNRS – France).

The congress will also include two parallel sessions of scientific communications coordinated by Memorias en red. These sessions will introduce the first results of fourteen investigations that are being developed in Spain, Greece, France, The Netherlands, and the United States.
